We spoke with a representative from the U.S. Department of Homeland Security in Washington as to why the guidance involving PEOs has been deleted from the M-274 Handbook and from Homeland Security’s website. This person had been instrumental in drafting the M-274 revision back in 2008. This revision had been drafted by him in a very collegial atmosphere with input from Mike Miller as well as from NAPEO. He said the removal was done on purpose as various officials at ICE have expressed the position that PEOs do not exist in Title VIII and, therefore, they do not need to be addressed in any guidance.
